Might be a little work but you could make a test site using your hosting with another forum proggy. This might determine if it is a proggy issue or host issue. I'd stay away from Simple Machines Forum, I used that for a short time and nothing but spammer nightmares. That control panel our host has for installing stuff makes it pretty easy.

ok defragmentation, i have heard of that,i will check in back and see if it's there,i also saw a configure option but am afraid of doing things because of my history of total destruction,going to have to face my fears and push the button

went to CMD and typed in tracert vandwellerforum.com
and it traces from you to the site

the first time 20 hops with 4 in the middle timing out,second time maxed out at 30 with 10 time outs

so it looks like bad routing/connection somewhere between me in oregon and the host in michigan,i'm going to blame it on montana because it suck to drive thru,well western montana is cool but the rest pretty much sucks

You asked for anyone else having issues.............
I didn't post yet . My connection is working every time.
Just guessing but...
Sometimes issues like this happen due to wi-fi / router settings,,,usually ones with site blocking etc enabled.

So, I've been having the blink thingie - a screen comes up almost instantly saying it can't connect to the site, then a half second later, it connects just fine.

I thought this was odd, as ordinarily it SHOULD attempt to connect for almost a minute, before timing out and posting a cannot connect screen.

I just went into my browser settings and cleaned out the cache, and now the problem has gone away.

I'm using Chrome on the latest version of Android, btw.
