Check the breaker box.
There also are GFCI breakers. Every mfg has their own idea of the "right" method of doing things..... Makes troubleshooting interesting to say the least. Especially for those not physically present..... Don't give up.(like that's an option)

When you say that the breaker will not reset, do you mean it resets and then instantly pops again?
One other thing . Breakers wear out and trip at much lower ratings or just stop completely.Try switching with another one that is already there.

A picture is worth a thousand words as they say. A pic of the breakers would help a lot.
I am sure you know this but I will say it. You have to turn a tripped breaker all the way off before you can reset it.

This problem didn`t start until we got our first snow. I few weeks ago we got some very hard rain, but nothing happened. As I`m sitting here thinking about this, I can remember a couple of times this past summer when it was hot outside, I started the generator and it popped. Any ideas ?, weak or bad breaker ?.

I will repeat something. An outlet on the outside has to have a weatherproof cover. If you have one outside where the cover is broken off, you need to replace the duplex outlet and get a cover on it. Water frozen in it would cause a short and potential fire.
