You know, I was never a diesel mechanic but driving class 8 on-road diesel engines for about 40 years, I've seen a LOT of changes in the transportation industry.
Airlines, railroad, construction, ocean shipping...all face similar problems. Burning a cheap dirty fuel (in the beginning) and now we are trying to make it not as dirty...and the result is vastly increased operating costs, which are always passed along to the consumer with higher and higher freight rates and fuel surcharges.
