My thought is that maybe he has rigged up a relay or something, so that when the brakes are applied, that second alternator, powered by the coasting vehicle and drivetrain, dumps all available amperage (as the vehicle slows) into the battery bank.
Call it a 'poor-mans' regenerative braking. It would in fact place a 'load' on the engine. As long as the clutch is still engaged, it should be able to produce some 'drag'. Hybrid trucks work in a similar way.
It's possible the reporter missed this, or the guy didn't explain it...or maybe I'm off in left field and he really HAS figured out a way to cheat physics.
But I doubt it.
