I’ve wondered if dual shock absorbers on each wheel might help when going slow and smooth? 
I would recommend checking the jounce bumpers if you have a 2002 Chevy. Mine had crumbled away to nothing then the axle came up and crushed the exhaust pipe. Replaced with a Timbren jounce bumpers which helped level the back of the van also.  Much better than original.

B and C: Industrial strength Velcro works for the solar panels even on washboard roads?!. That’s great. You found the solution. They are flexible panels so they don’t weigh much. Hmmm... But the jury is still out on flexible panels longevity isnt it!? Let’s us know. Hopefully you get at least 10 years service?

So far, so good. Even if they don't last (but I think they will), having them stuck on and no holes in my fiberglass is worth it. They also work well as portable panels as long as they are not treated roughly.

I opted to mount two of my panels on the side of my coach. I can pull the pins at the bottom and tilt them up or remove them and set them out in the sun. I also have a panel permanently mounted on the roof. All hardware is stainless steel and brackets are aluminum. I started with one panel 9 years ago and I have had no problem with wear.
