i want to say something tire mount dismount but i think it is small 6-8" so will go with something to do with seal removal and install,
that end is for prying,that bottom gap look deliberate,dont know about the slot

It is a Beckson Marine port wrench! It is used to remove both screw in and pop out type ports. The one I installed on the back door for the motorcycle handlebar was a pain to screw in and out. Not any more!

Job specific tools are a wonderful thing. One of my favorites are the special socket screw drivers used on sink clips under the countertop. Only need one once or twice a year if that, but smile every time I pull it out.

That KLR 250 looks to be about the perfect size. I've only ridden the 650's and they are a bit taller than I prefer and I think all around a bit heavy for their power.
